Simon Noel

Deputy Chief Nursing Information Officer (CNIO), NHS England

Simon began his career in adult intensive care in 1989, starting in the ICU at Warwick Hospital. In 1994, he moved to the John Radcliffe Hospital in Oxford, where he became a Charge Nurse in 2001. A year later, in 2002, he took on the role of ICU Patient Information System Manager.

In 2009, Simon joined NHS Blood and Transplant (NHSBT), focusing on the development of electronic transfusion systems. He also worked closely with electronic patient record (EPR) providers to integrate transfusion processes into patient records. In 2017, Simon became Oxford’s first Chief Nursing Information Officer (CNIO), where he provided leadership and ensured nursing perspectives were included in the rollout of EPR systems. By 2021, he took on a national role with the Digital Health CNIO Advisory Panel and later served as its chair for two years.

Since February 2025, Simon has been serving as Deputy CNIO at NHS England, where he continues to use his experience to support and shape digital nursing across the country.
