Sam Bereket
National Lead for Intelligence and Learning, National Guardian’s Office
Sam Bereket is Head of Intelligence and Learning at the National Guardian’s Office, which supports the Freedom to Speak Up Guardian network across the NHS in England. In this role, Sam leads the organisation’s intelligence function, overseeing the collection, analysis and interpretation of data from Freedom to Speak Up Guardians, NHS staff surveys and other national sources.
Sam also leads the Office’s Speak Up Reviews, which explore the experiences of workers in different parts of the healthcare system and identify opportunities for improvement. Recent reviews have focused on ambulance services, overseas-trained workers, and temporary staff, providing evidence and insight to strengthen speaking up culture and promote consistent, fair responses across organisations.
Before joining the National Guardian’s Office, Sam worked in research, policy and regulatory settings. He holds a Master of Laws (LLM) degree and has a longstanding interest in the intersection between culture, governance and staff experience in healthcare.
